Yes, they should teach English and other foreign languages, but no, I don't think it should be mandatory.

Neither do I. Make it an elective, I say. The kids who don't want to take it wouldn't be required to, and they wouldn't be taking teachers' attention away from the kids who DO want to learn English.

It is very telling when you get an adult class of students from a variety of backgrounds, and the one who confesses to not paying attention in JHS and HS and never went to university is clearly the best learner. There's something about starting with a blank slate rather than one with 6 years' worth of katakana and yakudoku scribbled on it.
